Announced by Acting Chair Caroline D. Pham, the program is part of the broader “Project Crypto,” a joint effort with the SEC aimed at advancing President Donald Trump’s goal of positioning the U.S. as the world’s leading hub for cryptocurrency innovation.
Pham said the sprint will focus on removing regulatory uncertainty, defining agency responsibilities, and establishing a unified oversight framework for digital assets.
The push builds on several recent CFTC actions, including the launch of a Crypto CEO Forum, withdrawal of outdated guidance, and the rollout of new directives intended to give startups and market participants clearer compliance pathways. The agency is also weighing a pilot program to test regulatory models that can balance industry growth with robust supervision.
Lawmakers are set to play a role as well. The Senate Agriculture Committee, which oversees the CFTC, is expected to release a discussion draft in September detailing the agency’s authority over crypto markets — a move that would complement the Senate Banking Committee’s parallel work on the SEC’s jurisdiction.
The forthcoming framework is expected to cover oversight of both spot markets and derivatives for digital commodities.
