Effective this Thursday, updated Texas legislation mandates that companies conducting autonomous vehicle testing or commercial deployments must register fleet sizes and provide comprehensive safety documentation to state motor vehicle authorities. This regulatory framework establishes Texas’s inaugural public-facing autonomous vehicle database.
Alphabet’s self-driving division, Waymo, dominates the state’s official registry with substantial separation from competitors. The company’s 577 registered autonomous vehicles represent more than thirteen times Tesla’s operational count.
Tesla’s position also trails multiple smaller market participants. Nebius-owned Avride documented 317 vehicles in state records. Nuro’s registration totals 47 units. Amazon’s autonomous subsidiary Zoox submitted documentation for 35 vehicles.
Prior to this legislative change, Texas maintained relatively permissive requirements for autonomous vehicle operators — primarily standard insurance coverage, onboard recording equipment, and compliance with established traffic regulations. The updated framework imposes significantly enhanced standards.
Operators must now provide self-certification confirming their vehicles achieve SAE Level 4 autonomous capability — the classification designating systems capable of managing standard driving scenarios completely independently without human intervention.
Waymo’s technology has consistently demonstrated Level 4 capability. Tesla’s certification status generates scrutiny. Historical regulatory submissions classified most Tesla vehicles as Level 2 driver-assistance technology. The company has not publicly clarified its methodology for certifying Texas operations as Level 4 compliant. Tesla has not provided comment on inquiries regarding this matter.
Tesla initiated commercial robotaxi operations in Austin during June 2025, originally deploying safety operators in all vehicles. Human supervisors were eliminated from service in January 2026. Operations have subsequently expanded into Dallas and Houston markets.
Independent monitoring services estimate approximately 30 vehicles operate in fully autonomous mode throughout Austin. The remaining 12 units are distributed between Dallas and Houston deployments.
Preceding the Austin service launch, Tesla CEO Elon Musk stated in CNBC interviews that the autonomous fleet would scale to 1,000 vehicles within several months of operation. During subsequent investor communications, Musk projected Austin alone would support 500 robotaxis before 2025 concluded. Neither forecast materialized.
Federal safety documentation spanning July 2025 through April 2026 catalogued 17 incidents involving Tesla’s Austin autonomous taxi operations. Two incidents produced minor injuries to occupants. A third case necessitated emergency room evaluation. All three injury incidents occurred during supervised operation with human safety drivers present.
Waymo established Texas operations in March 2025 via strategic partnership with Uber. The company currently provides commercial robotaxi services spanning Austin, Dallas, Houston, and San Antonio.
At the national level, Waymo’s commercial autonomous network encompasses approximately 4,000 vehicles — establishing substantially greater operational scale than Tesla both within Texas and throughout the United States.
