Vietnam Unveils State Blockchain to Safeguard National Data

Known as NDAChain, the platform will be run by the Ministry of Public Security and was developed by the National Data Association to support a wide range of applications, from finance and logistics to public services and education.

Unlike traditional public blockchains, NDAChain is a permissioned network using a hybrid model that combines centralized oversight with decentralized features. The system will rely on 49 validator nodes, operated jointly by state institutions and major private-sector companies like SunGroup, Zalo, and Masan.

The platform uses a Proof-of-Authority consensus mechanism, enhanced with zero-knowledge proofs to ensure security and privacy. It will also support digital ID verification through a new solution called NDA DID, which enables rapid identity checks and contract signing.

Officials say NDAChain will serve as a trusted foundation for the country’s digital economy, helping secure live data while reducing fraud and inefficiency. While not fully decentralized, it reflects Vietnam’s attempt to modernize its systems without sacrificing control or oversight.
