Ripple has announced another major regulatory win in Europe after receiving preliminary approval for an Electronic Money Institution (EMI) licence from Luxembourg’s financial regulators, the Commission de Surveillance du Secteur Financier (CSSF).

The new license comes days after Ripple earned new licenses in the United Kingdom, allowing it to expand in the region.

Issued as a “Green Light Letter,” the approval is an important step towards full EMI authorisation and allows Ripple to scale its cross-border payments infrastructure across the European Union.

UK FCA Approval & Luxembourg Strengthens Ripple in Europe

Luxembourg acts as a strategic region for financial services, particularly with institutions operating across borders and globally. The approval will help Ripple in its ability to support banks, payment providers, and enterprises in transitions from legacy systems to real-time, 24/7 ledger payments.

Ripple Payments processes more than $95 billion in volume and reaches over 90% of global FX markets. The new Luxembourg licence can help position Ripple as one of the top web3 firms in Europe.

The Luxembourg news follows closely from Ripple’s recent approval of both an EMI licence and Cryptoasset Registration from the UK’s Financial Conduct Authority (FCA).

All of these new permissions will essentially enable Ripple to expand its payments platform in the UK, allowing institutions to send cross-border payments using digital assets within a fully regulated framework, all made possible by Ripple.

Ripple in the UK

The UK has long been central to Ripple’s global strategy, hosting its largest office outside the US since 2016.

Ripple has continued to invest heavily in the UK through employee growth, ecosystem support, and more than £5M committed to UK educational institutions via the University Blockchain Research Initiative.

With regulatory approvals now advancing in both the UK and EU, Ripple stands out as one of the most licensed crypto companies in the world, holding more than 70 international licenses.

This level of commitment to regulatory practices provides the legal certainty that institutions need to move beyond pilots and deploy blockchain payments at scale.
