The issuer of the USDC stablecoin, Circle (currently valued at $2.7 billion), announced the testing phase of its new L2 “Arc” blockchain network, designed for institutional adoption. The announcement was made during the company’s “Converge25” conference in San Francisco, marking a strategic step to expand USDC’s utility beyond a simple stablecoin and make it the foundation of a new financial ecosystem.

The pilot for the Circle Arc Blockchain is no small test. It includes the participation of some of the world’s largest financial institutions, including BlackRock, BNY Mellon, Mastercard, Cumberland, and Zero Hash. The inclusion of these traditional finance (TradFi) titans underscores the project’s seriousness and its goal of closing the gap between digital assets and the established financial system.

Arc’s “Permissioned-Plus” Approach

Unlike public and fully open (permissionless) blockchains like Ethereum, the Circle Arc Blockchain is described as a “permissioned-plus” network. This hybrid model seeks to offer the best of both worlds: the transparency and composability of decentralized finance (DeFi), along with the compliance and security controls required by regulated institutions.

Participants in the network, such as validators, must meet certain criteria, ensuring a controlled environment for the settlement of tokenized assets and access to DeFi protocols.

Circle’s ultimate goal is to create a platform where institutions can safely experiment with and implement tokenized asset applications. The Circle Arc Blockchain will serve as a crucial “testbed” for entities like BlackRock to explore the tokenization of funds and other real-world assets (RWA).

The success of this pilot could significantly accelerate the migration of trillions of dollars in traditional assets onto blockchain infrastructure, solidifying Circle’s role as a key infrastructure provider in this transition.
