XRP was trading near $1.37 on August 31, slipping about 2% in 24 hours. Markets are watching a Senate vote scheduled for September 15 that could shape XRP’s short-term price direction.

The vote is a cloture motion on the Digital Asset Market Clarity Act, also known as the CLARITY Act. It needs 60 votes just to move to formal debate — it does not guarantee the bill passes.

The House passed its version of the bill 294–134 in July 2025, with 78 Democrats supporting it. The Senate Banking Committee passed a related measure 15–9 in May 2026, but a broader version stalled shortly after.

Prediction markets have moved sharply. Odds of passage in 2026 now sit near 14%, down from 82% in February. Democrats have asked for stronger rules around political officials and crypto profits before they will support it.

CFTC Chair Michael Selig has said the agency can regulate crypto markets using its existing powers. On August 18, the SEC also released its Regulation Crypto Assets guidance, which shares some definitions with the CLARITY Act.

Crypto analyst XrpArab posted on August 31 that CFTC Chair Michael Selig is reportedly expressing confidence around the September 15 Senate vote. The analyst flagged ongoing issues that still need to be resolved and noted the potential impact if the cloture vote fails before the October election recess.

Record ETF Inflows Signal Institutional Interest

XRP ETFs recorded their largest ever weekly inflows at $110.49 million. On August 28 alone, net inflows hit $26.20 million, pushing total net inflows to $1.66 billion.

Bitwise led with $15.40 million, followed by Canary at $5.12 million and Franklin at $2.99 million. Combined net assets across XRP ETF products stood at $1.44 billion.

CME Futures Exposure Climbs as Leverage Falls

CME XRP futures open interest rose from 284 million to 387 million tokens between August 17 and August 31, a gain of about 36%. CME now holds roughly 17% of total XRP futures exposure, up from 10% in mid-August.

Total XRP open interest across all venues fell from 2.77 billion to 2.34 billion tokens during the same period, even as XRP’s price climbed nearly 40%.

CFTC data through August 25 showed leveraged funds net short by around 116 million XRP, more than double the prior week’s figure of 57 million XRP. Dealers added about 60 million XRP in net-long exposure, while asset managers added around 28 million.

XRP analyst account XRP Update noted on X that XRP is compressing into a tight triangle near $1.38 after a 56% move, with a measured target toward $2.17 if the structure breaks bullish.

The RSI has eased to 43. Key support is at $1.35–$1.38, with resistance at $1.53–$1.55.
