The week’s first catalyst is a Senate procedural vote on the CLARITY Act, scheduled for September 15 at 2:15 p.m. ET. This is a cloture vote — meaning it only opens the door to debate, not a final law. It requires 60 votes to pass, and Republicans hold just 53 seats, meaning they need at least seven Democrats on board.

Crypto Rover, a well-known crypto analyst on X, posted about the meeting: “BREAKING: President Trump reportedly met with advisers to discuss the CLARITY Act ahead of Tuesday’s crucial Senate vote.” The post drew wide attention as traders weighed the political outcome.

Senator Cynthia Lummis released a revised 630-page draft of the bill last Thursday. She said it includes over 114 changes requested by Democratic lawmakers — though that number reflects edits, not guaranteed votes.

What the CLARITY Act Would Change

The updated bill targets DeFi protocols that call themselves decentralized but still operate with centralized control. Those platforms would need to register with the CFTC and comply with Bank Secrecy Act requirements.

Lark Davis, another crypto analyst, broke down the changes on X: “Non-decentralized DeFi protocols must now register with the CFTC, with CFTC and Treasury jointly writing the rules. DeFi provisions narrowed to spot trading only.” The revised bill also clarifies when credit unions can offer digital asset services.

Debates over ethics language and stablecoin rewards remain unresolved after Friday’s White House meeting.

Fed Rate Decision Adds Pressure

The Federal Open Market Committee meets September 15–16, with the rate announcement due Wednesday at 2 p.m. ET. Futures markets put the odds of a quarter-point rate hike near 90%. August inflation came in at 3.4% year-over-year, keeping pressure on the Fed to act.

On the technical side, analyst Ali Charts is watching the $1.31–$1.35 zone as key support. He posted on X: “As long as XRP holds the $1.31–$1.35 support zone, I’m watching for price to push toward the triangle’s apex. The key confirmation comes at $1.38. A decisive break above that resistance could open the door to $1.60.”

On the technical side, XRP’s RSI was near 53 on Monday — neutral territory. The MACD remained slightly negative, pointing to consolidation. The 200-day EMA at $1.354 is acting as immediate support.

Resistance levels to watch are $1.37, then $1.40, and $1.45 if momentum builds. Below $1.33, the next support sits around $1.30.

XRP was holding above its 50-day EMA ($1.280), 100-day EMA ($1.252), and 200-day EMA ($1.354) as of Monday’s session.
