The stalled legislation is keeping uncertainty high around the future U.S. crypto regulatory framework. The bill could provide clearer rules for stablecoins and digital assets if Congress reaches an agreement.

For Circle, the delay creates another layer of uncertainty. Regulators may still introduce rules through the SEC and CFTC, but agency action could prove less durable than congressional legislation.

Reserve Income Faces Pressure

Circle’s second-quarter results show why interest rates remain important to its valuation.The company reported $701.3 million in revenue and reserve income during the quarter. Reserve income contributed $667.7 million, or roughly 95% of the total.

USDC’s average circulation rose 25% to $76.5 billion. However, the return on reserves declined 66 basis points to 3.5%.That decline limited growth in reserve income, which increased just 5% year over year.

The concentration also creates a major sensitivity to interest rates. Based on Circle’s average USDC circulation, a one-percentage-point change in reserve yields could represent roughly $765 million in annual gross reserve income.

USDC Usage Keeps Expanding

Despite the concerns, Circle continues to benefit from strong USDC activity.Quarter-end USDC circulation reached $73.3 billion, up 19% from the previous year. Average circulation climbed even higher, while onchain transaction volume jumped 151% to $14.8 trillion.

The growth points to increasing use of USDC across the digital-asset ecosystem. However, quarter-end circulation remained below the $79.3 billion analyst forecast.Circle also returned to profitability during the quarter. Net income reached $48.2 million, compared with a $482.1 million loss previously.

The combination of stronger USDC usage and improving profitability supports the bullish case for CRCL. However, the company still faces questions over regulation and the sustainability of reserve-driven earnings.The CLARITY Act could still advance before Congress adjourns, while regulators may continue developing crypto rules independently.

Until greater clarity emerges, Circle’s valuation is likely to remain highly sensitive to both regulatory developments and changes in reserve yields. For now, those factors explain why Wall Street remains split between a $37 bearish target and a $175 bullish outlook.
